DES MOINES, Iowa - A Delaware County man won a $10,000 prize playing the lottery's "$35 Million Cash Spectacular" instant-scratch game.
Rocky Tibbott of Delaware claimed his prize Friday at the Iowa Lottery's regional office in Cedar Rapids. He purchased his winning ticket at Kwik Stop, 110 E. Jefferson St. in Delaware.
