DES MOINES, Iowa - A Charles City man won the top prize of $30,000 playing the lottery's new "Racing To Riches" instant-scratch game.
Mike Debettignies claimed his prize Monday at the Iowa Lottery's regional office in Mason City. He purchased his winning ticket at Casey's, 1007 Gilbert St. in Charles City.
