DES MOINES, Iowa - A Spencer woman won the top prize of $20,000 playing the lottery's "Cash To Go" instant-scratch game.
Becky Frederick claimed her prize Thursday at the Iowa Lottery's regional office in Storm Lake. She purchased her winning ticket at Hy-Vee Gas, 727 Grand Ave. in Spencer.
