DES MOINES, Iowa - A Scott County woman has won the first top prize of $10,000 in a lottery scratch game.
Kandy Kemp of Buffalo bought her winning "Fire 'N Dice" instant-scratch ticket at Express Lane Gas & Food Mart, 1102 W. Front St. in Buffalo. Kemp claimed her $10,000 prize at the lottery's regional office in Cedar Rapids.
