DES MOINES, Iowa - A Waterloo woman has won the top prize of $25,000 playing one of the Iowa Lottery's scratch games.
Chelsea Wilson bought her winning ticket in the "Bingo Nights" instant-scratch game at the Kwik Star, 1636 W. Fourth St. in Waterloo. She claimed her prize at the Iowa Lottery's regional office in Cedar Rapids.
