DES MOINES, Iowa - A Corning man won the top prize of $30,000 playing the lottery's "Rings of Cash" instant-scratch game.
Wendell Tullis claimed his prize Monday at the Iowa Lottery's regional office in Council Bluffs. He purchased his winning ticket at Hy-Vee, 300 Tenth St. in Corning.
