DES MOINES, Iowa - A Fairfield man won the top prize of $25,000 playing the lottery's "The Silver Ticket" instant-scratch game.
James Millane claimed his prize Wednesday at the Iowa Lottery's regional office in Cedar Rapids. He purchased his winning ticket at Hy-Vee, 2000 W. Burlington Ave. in Fairfield.
