DES MOINES, Iowa - A Davenport man won the top prize of $10,000 playing the lottery's "Cool Cash" instant-scratch game.
Francis French claimed his prize Thursday at the Iowa Lottery's regional office in Cedar Rapids. He purchased his winning ticket at Rhythm City Casino, 101 W. River Drive in Davenport.
