DES MOINES, Iowa - A Keokuk County man won the top prize of $30,000 playing the lottery's "Rings of Cash" instant-scratch game.
Robert Bowman from South English claimed his prize Wednesday at the Iowa Lottery's regional office in Cedar Rapids. He purchased his winning ticket at Sigourney BP, 805 E. Jackson St. in Sigourney.
