DES MOINES, Iowa - A Savanna, Ill. man was traveling through Clinton when he purchased a "Cool Cash" instant-scratch ticket and ended up winning the top prize of $10,000.
Thomas Spittler, II claimed his prize Wednesday at the Iowa Lottery's regional office in Cedar Rapids. He purchased his winning ticket at North Bridge Self Service, 119 19th Ave. N. in Clinton.
