DES MOINES, Iowa - A Lucas County woman won the top prize of $50,000 playing the lottery's "The Black Ticket" instant-scratch game.
Katelynn Snuggs from Chariton claimed her prize Monday at the Iowa Lottery's headquarters in Des Moines. She purchased her winning ticket at Casey's, 1421 Court Ave. in Chariton.
