DES MOINES, Iowa - A Red Oak man won a top prize of $30,000 playing the lottery's "$30,000 Club" instant-scratch game.
William Elliott claimed his prize Monday at the Iowa Lottery's regional office in Council Bluffs. He purchased his winning ticket at U-Stop Convenience Store, 19900 Virginia Hills in Council Bluffs.
